Our Mission

The High Alert Institute is a 501(c)(3) nonprofit with 25+ years of experience addressing critical global challenges. The All Hazards, One Health, One Nature (AHOHN) Framework recognizes the interconnected health and security of people, animals, and environments. We serve all populations, with particular focus on disadvantaged, marginalized, and underserved communities.

Our History

2002 Our All Hazards Mission Begins
  • In the wake of the 9/11 attacks, the Institute was formed as Disaster Life Support of Florida. Focused on preparing frontline workers and hospital systems to respond to disasters of all types.
  • Renamed High Alert and launched Disaster Behavioral Health courses
  • Formed academic partnerships to expand services to public health, policymakers
  • Detailed the implications of National Incident Management System (NIMS) integration plan for hospitals and healthcare, as related to compliance with the Sarbanes-Oxley Act and other regulations
  • Added hospital and public health Pandemic Preparedness to our national training curriculum
  • Teaching expanded internationally
  • Disaster healthcare consulting offered for non-healthcare industries
  • Renamed the High Alert Institute and deployed to Carrefour, Haiti
  • Worked with the Haitian government and international NGOs to reestablish supply chains and facilitate delivery of $18.4 million in healthcare equipment and supplies
  • Post-response, Institute assisted Clinton Bush Fund with the Haiti Recovery Plan
  • Developed and installed SMART whole-building ventilation control system for Indoor Air Quality (IAQ) and to reduce respiratory illness
  • Institute installed 1st solar PV and planned for wind turbine
  • Hurricane Irma pounded the Institute’s newly renovated headquarters with 100+ mile per hour winds but inflicted no damage on the hardened structure or renewable energy systems
  • Despite a 22 day regional power outage, the Institute’s back-up power system kept the facility operational
  • On-site demonstration project for the Institute-developed SMART whole-building ventilation control system passed 5 year milestone
  • Institute assisted in writing local wind energy system statue
  • Wind turbine online and on-grid
  • Our RESNET HERS rating of -63 made our facility the 4th most energy efficient building in North America and the only building in the top 10 that was renovated with commercial-off-the-shelf materials.
  • Systematic literature review (over 250,000 articles) and statistical analysis for antiviral repurposing published and distributed to US federal and state health officials and ministries of health internationally
  • Published an Essential Worker’s Bill of Rights
  • Position paper on IAQ and whole building ventilation to reduce respiratory related illness and injury published
  • Began work in healthcare AI and related technologies for resource-limited healthcare settings
  • Reorganized into 4 branches – education, animal welfare, environment & technology
  • Technology transfer and development program inaugurated
  • Collaboration with Golden Technology formed to commercialize Institute intellectual property
  • Contractual collaboration with Solis Power to commercialize Institute renewable energy patents
  • Wind turbine noise mitigation system patent approved
  • US Department of Health and Human Services (HHS) and COP-28 recognized the Institute for our work in health system sustainability and renewable energy
  • Institute approved as an IRS registered Clean Energy Company
  • Again recognized by HHS for our work in health system sustainability and renewable energy
  • Recognized at COP-29 for our work in sustainability and climate health
  • New patent filed – supercritical green energy technology to decarbonize the energy sector
  • Published multiple Environment Justice and Drivers of Health Reports in response to government inquiries
  • Institute formed a collaboration for the Humanitarian Healthcare Initiative with the World Association for Disaster and Emergency Medicine, Team fEMR, Lecturio, Prof. ValMed, and Tech to the Rescue
  • LET-CAI health information system to combat misinformation is launched
