Since our founding in the wake of 9/11, the High Alert Institute has been dedicated to a single vision: a world where everyone is disaster-ready. Our mission focuses on helping individuals, families, and organizations to overcome critical global challenges.
As the Institute’s oldest branch, Education & Publishing established our guiding wholistic model that recognizes the deep connections between the health of people, animals, and their shared environments. Whether authoring animal preparedness plans or creating AI-powered health information tools for underserved populations, our programs are designed to empower and protect the vulnerable.
Our Education & Publishing Branch is the trusted authority in delivering high-impact education and publishing solutions that explore all aspects of the Eight Pillars of Resilience. From our roots in disaster preparedness and response, we have evolved to tackle a broad scope of pressing issues, including chemicals of global concern, environmental justice, decarbonization, climate change impacts, health equity, and sustainability.
Impact
Over 20,000 educators, community leaders, and professionals in healthcare, animal welfare, and disaster response were trained. The programs improved wellness, increased capacity for coping and empathy, and directly contributed to life-saving interventions in acute incidents.
The Components of Wholistic Preparedness
Our work is organized around five core components that address the full spectrum of disaster readiness and community health.

People Readiness: Disasters disrupt life and our sense of safety. We provide education and resources to help individuals, families, and communities prepare for, respond to, and recover from crises, ensuring their basic needs for safety and well-being are met.

Animal & “Pet-Paredness”: Pets are family. We share our two decades of disaster readiness experience with animal welfare organizations, shelters, and pet owners to create effective contingency plans. This includes specialized support for aquatic pets, who face unique risks when power is lost or evacuation is necessary.

Behavioral Health: The emotional and psychological challenges of a disaster can be overwhelming. We have a long history of training responders and communities on the behavioral health aspects of crises, providing curated resources to support survivors and responders alike through the recovery process.

Education & Training: Knowledge is the cornerstone of preparedness. We deliver rigorously vetted, factual information and training that translates complex science into tangible solutions. We empower everyone—from first responders to families—to make informed decisions that save lives.

Designed for low-bandwidth environments, LET-CAI bridges the digital divide by making trustworthy health information accessible even in resource-limited settings. Users anywhere in the world can submit questions and receive verified answers in their preferred language, breaking down barriers to health literacy and supporting informed care-seeking behavior regardless of location or local infrastructure.
